Li Mingyuan, Secretary of Weinan Municipal Party Committee: Showcasing a New Weinan with Global Communication Platform & Transforming Weinan through "Sub-core" City Construction

CRI Online Shaanxi Report (Liu Honghua): In recent years, Weinan has adhered to the new development concept, set itself on the fast track of development, carried out the "five new" strategic task as laid out by the Shaanxi Provincial Party Committee, accelerated the implementation of its "Three Locations and One Center" blueprint, and continuously expanded its global appeal by improving its business environment and leveraging its natural landscape to transform the city into a global travel destination, among other efforts. With an open and inclusive attitude towards its interactions with the world, Weinan has increasingly won global recognition and goodwill. On October 8th, "Hello World, I am Weinan" – the launch ceremony of New Weinan Global Multilingual Communication Platform was held with participation and interest from the international community. After the ceremony, Shi Jia, Editor-in-Chief of CRI Online Shaanxi interviewed Li Mingyuan, Secretary of the CPC Weinan Municipal Party Committee.

Li Mingyuan said that Weinan has been committed to promoting itself to the world in recent years. The city has also sought to expand its exchanges with the international community through such events as “Austrian journalists’ visit to the starting point of the Silk Road - Journey through Weinan” and “Experiencing the Belt and Road - diplomats in China journey through Weinan”, which were jointly organized by CRI online and the Weinan Municipal Committee. Previously, Weinan had lacked the means and opportunity to build a presence on the global stage. The event entitled "World Hello, I Am Weinan" - the launch of New Weinan Multilingual communication platform seeks to establish a “highway” of communication with the world, overcome the bottleneck of information exchange between Weinan and other countries, and showcase the city’s image to the world in an multi-dimensional way with the overriding aim of promoting foreign investment to Weinan and its international friendly cities program, bring more development opportunities to the city and  enable Weinan to establish a new and better image in the New Era.

As for Weinan's upgraded urban positioning from being the "East Gate" of Shaanxi to a "sub-core" city in the Guanzhong Plain Urban Agglomeration, Li Mingyuan pointed out that Weinan is located in the eastern part of Guanzhong Plain and in the central region of the Guanzhong Plain Urban Agglomeration. The city boasts a national-level high-tech zone, a provincial-level economic and technological development zone and a sound industrial foundation. With a diversified agricultural structure, Weinan’s grain output ranks first in Shaanxi Province and is known as the “granary” of Shaanxi Province. Furthermore, Weinan enjoys a superior location and convenient transportation. The city also outperforms its peers in the region in medical and educational resources. Local residents are reported to enjoy a strong sense of well-being and security. As a prefecture-level city, Weinan is still far from realizing its full potential. In the meantime, the local government has pulled out all the stops to establish the Weinan (Xi’an) Innovation Incubator, which is expected to serve as an effective bridge between Weinan’s enterprises and Xi’an’s prime resources in addition to being a window for display, a platform for investment promotion and a vehicle for innovation, so as to enhance Weinan enterprises' innovation and creativity and speed up the city’s industrial transformation and upgrading.

As the interview was wrapping up, Li Mingyuan said that the New Era has presented Weinan with a multitude of opportunities through favorable policies and broad prospects for development. The building of a "sub-core" city in the Guanzhong Plain Urban Agglomeration constitutes an important task for Weinan at present and in the future. At the end of 2018, Weinan will issue a decision on building a "sub-core" city in the Guanzhong Plain urban agglomeration, which will provide a blueprint for the city’s development during the tail end of the 13th Five-Year Plan period and the 14th Five-Year Plan. Through the construction of the "sub-core" city, Weinan is expected to integrate closely with its neighbors in the east and west while enhancing its internal socioeconomic and industrial development.
