路春介紹，目前瀋陽高新區正在按照省市黨委、政府的要求，全力建設瀋陽渾南科技城，在省、市人才政策基礎上，制定出臺《瀋陽渾南科技城人才發展若干政策措施》，對於渾南科技城新引進培養的符合主導産業的A、B、C、D類“菁英人才”，分別給予500萬元、250萬元、50萬元、30萬元一次性入城獎勵。
Lu Chun indicates that in accordance with the requirements from the Provincial and Municipal Party Committee and Governments, Shenyang High-tech Zone is committed to the building of Shenyang Hunnan Science and Technology City. Based on the provincial and municipal talent policy, it formulated and released Several Policy Measures for Talent Development in Shenyang Hunnan Science and Technology City. For the newly introduced and cultivated "top talents" of the A, B, C and D categories that meet the need of its leading industries by Hunnan Science and Technology City, a one-time reward of CNY 5 million, CNY 2.5 million, CNY 500,000, and CNY 300,000 will be given for settling down in Shenyang.

瀋陽高新區科技型企業總數達到5114家，佔全市三分之一，其中，科技型中小企業近3000家、高新技術企業超1400家，R&D投入高達5.68%。擁有科技企業孵化器和眾創空間80個，孵化面積超過240萬平方米，在孵企業（項目）5200余個，吸引8000余名大學畢業生就業創業，吸引創新創業群體超過5萬人，每年舉辦各類創新創業活動400余場。
The total number of technology-based enterprises has reached 5,114 in Shenyang High-tech Zone, accounting for one-third of that in Shenyang. Among them, there are nearly 3,000 technology-based small and medium-sized enterprises and more than 1,400 high-tech enterprises, with a high R&D investment ratio of 5.68%. And there are 80 high-tech enterprise incubators and maker spaces, with an incubation area of over 2,400,000 square meters. With more than 5,200 enterprises (projects) in incubation, Shenyang High-tech Zone has attracted over 8,000 university graduates to find jobs and start their businesses, and over 50,000 people in innovation and entrepreneurship, and holds more than 400 innovation and entrepreneurship activities annually.

瀋陽將持續強化服務保障，優化宜居宜業生活環境，實現政策兌現、人才認定、創新創業、生活保障等事項“一網通辦”，推出更多“管家式”“保姆式”服務。優化就醫就學服務，為高層次人才及其父母、配偶、子女提供就醫、就學“綠色通道”，讓各類人才嚮往瀋陽、紮根瀋陽、圓夢瀋陽。
Shenyang will continue to improve its service, build a more livable environment, realize the online handling of policy implementation, talent identification, innovation and entrepreneurship, living security and other issues, and launch more attentive services. 瀋陽將加強政策支持，對頂尖人才給予最高500萬元獎勵、100萬元科研經費，“一事一議”解決首套購房；對傑出人才給予最高250萬元獎勵、110萬元項目經費和150萬元首套購房補貼；對領軍人才給予最高50萬元獎勵、70萬元項目經費和100萬元首套購房補貼。
Shenyang will strengthen policy support for talent introduction. Reward up to CNY 5 million and research funding up to CNY 1 million will be given to top talents, and a "case-by-case" policy will be adopted for their first house buying. Reward up to CNY 2.5 million, research funding up to CNY 1.1 million and subsidy for first house buying up to CNY 1.5 million will be given to outstanding talents. Reward up to CNY 500,000, research funding up to CNY 700,000 and subsidy for first house buying up to CNY 1 million will be granted for leading talents.

特別是今年以來，瀋陽制定實施吸引集聚高層次人才三年行動計劃，聚焦汽車及零部件等8條重點産業鏈，精準滴灌、靶向施策，未來3年重點引育2000名高層次人才和150個高水準人才團隊，為瀋陽在新時代東北振興、遼寧振興的“遼沈戰役”中挑大梁擔大任、當先鋒作表率提供人才支撐。
Shenyang has formulated and implemented the Three-year Action Plan for Attracting High-caliber Talents this year, focusing on the eight industrial chains including automobiles and components. It formulates and carries out policies that are suitable for each industry. In the next three years, 2,000 top talents and 150 high-level talented groups will be introduced and cultivated, shouldering the responsibility and working in the front line to revitalize Liaoning and Northeast China in the new era.

本屆大賽對項目獲獎並在沈註冊成立企業的，給予最高30萬元的創業落地孵化補貼；對選擇在全市各類孵化器、瀋陽國家海外人才離岸創新創業基地落地孵化的科技團隊，經考核評估後，給予一定時期免收房租等優惠政策支持；對處於種子期、初創期的高層次人才創業企業，經評審認定，可獲得不超過500萬元的天使投資支持，特別優秀的可獲得最高1000萬元的天使投資支持。
For projects that win awards and are registered as enterprises in Shenyang, a maximum subsidy of CNY 300,000 will be given for implementing and incubating their entrepreneurship. For technological teams that choose to settle down and incubate in various incubators in Shenyang and the Shenyang National Offshore Innovation and Entrepreneurship Base for Overseas Talents, they will be granted preferential policy support after assessment and evaluation such as rent exemption for a certain period of time. For enterprises established by high-caliber talents in the seed and start-up stages, they will receive angel investment of no more than CNY 5 million after evaluation and recognition, and those with exceptional performance may receive angel investment of max. CNY 10 million.

大賽將圍繞瀋陽市“5+3+7+5”20條産業鏈體系建設，聚焦高端裝備、新能源及節能環保、生物醫藥及醫療裝備、汽車及零部件、航空、食品、積體電路以及新一代信息技術8條重點産業鏈，精準招募項目，集成專業領域資源及項目渠道，助推補鏈強鏈、産業基礎再造等系列行動，推動産業結構調整升級。

本屆大賽以“智匯瀋陽·築夢海創”為主題，共設國內和海外兩個賽區，團隊組和企業組兩個組別。國內賽區分設瀋陽專場、北京專場、深圳專場、上海專場；海外賽區分設日本專場、馬來西亞專場、泰國專場、新加坡專場、意大利專場等。
Themed "Innovative Minds Gather and Dreams Start in Shenyang", the Competition consists of two competition zones, namely the domestic zone and the overseas zone. Participating groups are categorized into two groups, namely the team group and the enterprise group. The domestic zone covers Shenyang, Beijing, Shenzhen, and Shanghai while the overseas zone covers Japan, Malaysia, Thailand, Singapore, and Italy.

Cai Li says: "After eight years of accumulation, innovation and development, more than 1,800 technology projects collected from over ten countries including China, the United Kingdom, Germany, the United States and Japan have signed up for the Competition. The Competition has attracted more than 20 universities and scientific research institutes, gathered more than 30 well-known venture capital institutions from China and abroad, and promoted more than 10 industrialization projects to settle down in Shenyang."
