2026 National Radio and Television Work Conference Held, Highlighting High-Quality Mini Series Development
The 2026 National Radio and Television Work Conference convened in Beijing from January 5th to 6th, outlining key priorities for the year ahead. A significant focus is the regulated growth of the online audiovisual sector. Key measures include fostering the creation of high-quality mini series, implementing comprehensive lifecycle management for online variety shows, advancing scientific and precise oversight of livestreaming programs, supporting the growth of new business formats, and strengthening overall industry governance.
The conference also emphasized the need to deepen the innovative application of artificial intelligence. This will involve building high-quality audiovisual datasets and creating new application senarios. In addition, efforts to promote Ultra-High Definition technology will be intensified. A dedicated initiative will aim to upgrade both broadcast services and viewing experiences, with an emphasis on simplifying TV operation through features like "one-click viewing." Other priorities outlined include a thorough crackdown on false medical advertisements, expanding the public benefits of ongoing governance initiatives, and bolstering public service guarantees.
Ningbo's Jiangbei District Unveils Its First Mini Series-Themed Cultural Park
Ningbo's Jiangbei District recently inaugurated the Xujiang'an Mini Series Creation and Intelligence Park, its first cultural and creative park dedicated to short dramas production. Transformed from the former Xujiang'an Xinwu village, the park has been reimagined as a vibrant creative hub that integrates creative workspaces, filming locations, leisure areas, and social-media friendly landmarks. With scenic farmland readily available for on-site shooting and a suite of integrated industry services, the park is designed to streamline the process from creative concept to on-screen realization. Covering approximately 120 acres and offering more than 10,000 square meters of built space, the park is scheduled to open fully in April 2026. Once completed, it will function as a comprehensive mini series ecosystem, supporting investment, production, post-production, office operations, and accommodation.
Beyond industrial development, the park places strong emphasis on cultivating young talent. It will provide full-cycle support ranging from career guidance to professional training. Through public-private collaboration, the park aims to serve as both an "incubator for inspiration" and an "accelerator for growth," injecting long-term cultural vitality into the region. Looking ahead, plans are underway to introduce leisure and outdoor spaces, dining options, and themed accommodations, positioning the Xujiang'an Mini Series Creation and Intelligence Park as a key cultural tourism destination alongside its role as an industry hub.
"Hundred-Series Project" Sets Sail Amid Mini Series Boom
A joint filming launch ceremony for the highly anticipated mini series Tu Qian Zhi Ren (Blade of a Thousand Slayers), Xiao Shao Ye De Qin Ma Hui Lai Le (The Young Master's Birth Mother Returns), and 1980 Chong Hui Huang Jin Nian Dai (1980: Back to the Golden Age) was recently held at Hengdian World Studios in Zhejiang Province. This event marked the official debut of the "Hundred-Series Project," a collaborative initiative undertaken by Huangshan September Ninth Film and Media Co., Ltd., Huangshan Supply Premium Selection, and ZOPO Intelligent Equipment, and unveiled simultaneously across three locations: Huangshan, Hangzhou, and Hengdian. This tri-city collaboration aims to create a fully integrated industrial chain for mini series by pooling high-quality resources. It seeks to explore a new model of regional industrial development based on coordination and complementary strengths. By linking Hengdian's production capabilities, Hangzhou's platform and technological advantages, and Huangshan's cultural resources and channel innovation capacity, the project seeks to inject strong innovation momentum from the Yangtze River Delta into the mini series sector—an industry experiencing rapid growth while facing increasing demands for higher quality and efficiency.
Through this coordinated framework, the three cities are jointly constructing a comprehensive mini series ecosystem that spans content sourcing, project planning and promotion, filming and production, talent cultivation, and distribution and monetization. The initiative aims to establish a replicable and scalable model for coordinated mini series industry development across the Yangtze River Delta and potentially nationwide.
In the new media era, precise planning and strong promotion and distribution capabilities are essential to success. Drawing on its media expertise and local resource advantages, Huangshan Daily Press Group is deeply involved in the "Hundred-Series Project" through its subsidiary, Huangshan September Ninth Film and Media Co., Ltd. The company is responsible for overall project planning and content positioning, while also leveraging its integrated media matrix—including newspapers, websites, mobile apps, and social media platforms—to provide comprehensive promotional support throughout the entire lifecycle, from launch and production to broadcast. At the same time, it incorporates Huangshan's distinctive cultural resources into the content, enhancing cultural depth and topical appeal.
The participation of Huangshan Daily's September Ninth Film and Media, Huangshan Supply Premium Selection, and ZOPO Intelligent Equipment represents the transformation and cross-sector integration of traditional media, supply and marketing systems, and industrial intelligence in the digital economy era. From evolving beyond traditional news dissemination to deep involvement in content planning and communication, to exploring new "content + e-commerce" retail models and intelligent industrial development pathways, the collaboration continues to expand the creative and commercial boundaries of the mini series industry.
Handan Signs Strategic Agreement for One Hundred Premium Mini Series Projects
Handan City has taken a key step in advancing its cultural and creative industries with the signing of a strategic cooperation agreement for one hundred premium mini series projects. The agreement was formally concluded between Handan Industry Investment Group and Beijing Changjiang Culture Co., Ltd. Drawing on Handan's rich historical and cultural resources, the collaboration will deepen the integrated development model of "culture + film and television + tourism" to co-produce high-quality mini series that synergize with local tourism, showcasing the city's charm through innovative storytelling. With a launch ceremony completed, the project has officially moved from strategic planning to implementation phase. This cooperation represents not only an innovative move to boost Handan's cultural industries, but also a significant practice of its broader regional cultural strategy. Guided by a serialized and brand-oriented approach, the project aims to build a complete ecosystem spanning content incubation, IP development, and industrial extension, thereby driving the creative transformation and innovative development of Handan's cultural resources.
Chongqing Targets Hundreds-of-Billions-Yuan Mini Series Sector, Merging Digital Culture with Community Welfare
On January 5, Chongqing's Small and Micro Entrepreneurship Service Center announced that the city is focusing on the mini series sector valued in the hundreds of billions of yuan, promoting the deep integration of the digital cultural industry with community public welfare services. A newly launched one-stop ultra-short mini series empowerment platform will provide full-chain support covering scriptwriting, filming, and distribution, helping to build a collaborative and efficient industrial ecosystem. At the same time, a Community Arts Training Public Welfare Service Program has been introduced to offer inclusive arts education for children and seniors, strengthening the industry's humanistic foundation.
Previously, the Community Arts Training Public Welfare Program and Ultra-Short Mini Series Empowerment Platform Launch Event was held at Bashu Ivy CPIC Deshan Primary School in Chongqing. The event established an innovative "education + public welfare + digital platform" model and unveiled a range of industry integration initiatives, including the promotion of the local children's drama Wu Du Hao Shao Nian (Fog City's Teenagers), the co-establishment of child actor training bases, and the Chongqing division of an international public speaking competition. The "I Am a Star" community performance talent training program and related public welfare projects were also announced, aiming to cultivate local performing arts talent.
Chongqing's mini series industry ecosystem has begun to take shape, with around 1,892 related enterprises currently operating in the city. The "mini series + cultural tourism" model has significantly boosted consumption. For instance, Shuitu Old Street in Liangjiang New Area hosted over 200 film crews within six months, directly generating more than 16 million yuan in cultural tourism revenue. According to relevant implementation plans, by 2027 Chongqing aims to build a reserve of over 500 online audiovisual projects and release more than 50 hit "Chongqing-branded" productions.
Wuhan Municipal People's Congress Deputy Proposes Turning the City into a Natural Filming Base for Mini Series
Zhang Peiwen, a deputy to the Wuhan Municipal People's Congress and General Manager of Wuhan Weimeng Culture Technology Co., Ltd., has proposed leveraging the city's talent, landscape, and industry resources to develop its mini series industry, with the goal of unlocking creative talent, promoting the city's unique character, and enhancing its cultural soft power.
The key to developing the mini series sector, according to Zhang, lies in building on local advantages. His proposals include establishing a "Han-style" mini series industrial park, collaborating with universities to offer scriptwriting masterclasses, launching a young director cultivation program, and developing dedicated platforms to guide and support the creation of "Han-style mini series."
In terms of content, Zhang recommended producing red-themed IP mini series like Wuhan 1927 or Han Kou Wang Shi (Once Upon A Time In Hankou), incorporating on-location filming at historical sites like the former site of the August 7th Meeting, or creating stories centered around local urban life, such as a series themed around Hot Dry Noodles World.
"Wuhan's natural environment, history, and cultural resources should all be fully utilized to turn the city into a vast, open-air filming base that showcases its unique image and character," Zhang said. "We should adopt a 'short video mindset' to upgrade Wuhan's cultural soft power, making producing mini series as accessible as opening a bubble tea shop. With supportive policies, available venues, and creative talent in place, hit productions will naturally follow."
