In Aba Tibetan and Qiang Autonomous Prefecture, complex natural conditions and scattered settlements create dual constraints of geography and family responsibilities for women seeking employment outside their homes. Addressing the intertwined challenges of finding employment and fulfilling family duties, the Aba Prefecture Women's Federation has prioritized promoting flexible home-based employment for women. It actively explores organized and sustainable development pathways, transforming traditional handicrafts and local industries into stable sources of increased income.
Since 2016, with support from the Aba Prefecture Committee and Government, the Women's Federation has led the establishment of home-based flexible employment bases for women, investing one million yuan annually. Through nearly a decade of practice, the prefecture has cultivated a total of 111 such bases, enabling over 70,000 women to increase their income without leaving home, achieving an average annual income growth of nearly 5,000 yuan per person.
Through long-term exploration, the Federation has gradually developed a home-based employment model centered on 'Federation guidance, cooperative organization, and women's participation.' Initial research and surveys precisely identify local resources and women's needs, identifying appropriate industries based on local conditions. By training leaders, supporting cooperatives, and facilitating workshop development, it effectively organizes women scattered across villages. Simultaneously, it coordinates skill training, quality control, and resourc cooperation, promoting market access for products and solidifying the foundation for income growth.
With the Federation's continuous guidance and foundational support, counties across the prefecture leverage resources like intangible cultural heritage skills, handicrafts, and specialty planting, forming a multi-point, collaboratively advanced home-based employment landscape. Many women have achieved stable work from home, evolving from individual laborers into key contributors to local industries. Home-based employment has become a vital pathway for balancing family care with sustained income growth.
