Tonglu County, Hangzhou Releases the Negative List for Urban and Rural Landscape Improvement

Recently, Tonglu County, Hangzhou, China released the "Negative List for Urban and Rural Landscape Improvement in Townships and Towns of Tonglu County" (hereinafter referred to as the Negative List), which is a comprehensive and systematic negative list compiled to improve the urban and rural landscape in various townships and towns.

The Negative List, based on the current reality of Tonglu County, outlines 36 negative lists involving ecological environment, construction space and elements of venue, etc. Meanwhile, as the list came out, Tonglu has had a clear standard and guideline in the urban and rural landscape improvement.

Liu Shuhui, deputy executive director of the Landscape Office of Tonglu County, said that there were some problems in the actions of improving urban and rural landscape, and the Negative List, based on both short-and long-term needs, provides institutional protection to shore up the weak links of urban and rural landscape and environment improvement.

In the environment improvement, the Negative List is not only a routine way to address issues at the source, but also a beginning of establishing relevant rules and norms with lasting effect. Specifically, in terms of systematic and overall improvement in urban and rural landscape, the list takes into account both local beauty and overall beauty, both external landscape and internal function, and both production and living needs, in order to continuously improve the quality of urban and rural living environment and the quality of life.
