Groundbreaking Ceremony Held for Indonesian Nickel Resource and Battery Industry Chain Project with Participation from Chinese Enterprises

On June 29 (Jakarta time), the groundbreaking ceremony for the Integrated Electric Vehicle Battery Ecosystem Project in Indonesia, with participation from China State Construction Engineering Corporation Fourth Bureau (CSCEC Fourth Bureau), was held. Indonesian President Prabowo, Chinese Ambassador to Indonesia Wang Lutong, Indonesian Minister of Energy and Mineral Resources Arifin Tasrif, Indonesian Minister of State-Owned Enterprises Erick Thohir, and other officials attended the ceremony.

The project is jointly invested by Indonesia's state-owned mining company Antam, Indonesia Battery Corporation (IBC), and Ningbo Puqin Times New Energy Co., Ltd. With a total planned investment of approximately USD 6 billion, the facilities will be located in East Halmahera, North Maluku Province, and Karawang, West Java Province. The project spans the full battery production chain, including laterite nickel ore development, pyrometallurgical smelting (high-temperature processing), hydrometallurgical refining (wet chemical processing), battery material production, battery recycling, and battery manufacturing.

In his speech, President Prabowo emphasized that the project will enable Indonesia to become the only country in Southeast Asia capable of achieving full-chain integration of power battery production—from upstream resource development to downstream manufacturing. He expressed his willingness to work closely with Chinese partners to advance this milestone strategic initiative.

Li Yi, Vice General Manager of CSCEC Fourth Bureau, who was invited to attend the ceremony, stated that in recent years, the company has been actively expanding in overseas markets. It has delivered many landmark projects, including the Indonesia BTR project, Sailun Indonesia project, Wanli Tire production base in Cambodia, and Phase I of the Fuhua Textile Semarang JIPS Industrial Park in Indonesia. These efforts have made positive contributions to local industrial upgrading, improved living standards, and social progress.

Today, CSCEC Fourth Bureau has established three major overseas platforms: a design consulting platform, a supply chain platform, and an industrial cooperation platform. While ensuring project quality and consistent performance, it also provides Chinese enterprises going global with end-to-end services—from conceptual design to construction documentation and regulatory approvals—establishing itself as a reliable partner for international expansion.
