On October 20, the Information Office of the People’s Government of Guangzhou Municipality held a press conference to introduce the Guangzhou Nansha Talent Development Promotion Ordinance. Promulgated on October 14, the Ordinance will take effect on November 1. Comprising 20 articles, it centres on four key aspects: talent attraction, cultivation, utilisation and retention. It offers focused support for eight categories of talent, including high-level professionals, science and technology professionals, young professionals, foreign professionals, and professionals from Hong Kong and Macao, forming the backbone of Nansha’s institutional framework for talent development. It is another local regulation supporting Nansha, a major strategic platform in Guangzhou, following the Ordinance on Deepening Globally Oriented Comprehensive Cooperation among Guangdong, Hong Kong and Macao in Nansha.
At the press conference, Zheng Tingwei, deputy director of the Legislative Affairs Commission of the Standing Committee of the Guangzhou Municipal People’s Congress, said that the Ordinance prioritises targeted global talent recruitment, refined talent cultivation through category-specific policies, effective talent deployment through an innovation ecosystem, and talent retention through dedicated support and improved services. Zhang Jiabing, a member of the Standing Committee of the CPC Nansha District Committee and executive deputy head of Nansha District, stated that Nansha will concentrate on driving reform, delegating authority, boosting dynamism and optimising support to achieve breakthroughs. It will translate its mandate for law-based pilot reforms into a more attractive talent development ecosystem and tangible benefits for talent.
Driving reform through the rule of law, Nansha will explore the alignment and mutual recognition of talent evaluation standards and the mutual recognition of professional practice qualifications among Guangdong, Hong Kong and Macao, facilitating smoother cross-border flows of data, talent and other resources. Delegating authority under the rule of law, it will implement the market-oriented evaluation model of “enterprise assessment with government recognition”, striving to attract over 100,000 college graduates and high-calibre young professionals during the 15th Five-Year Plan period. Boosting dynamism through the rule of law, it will make full use of its portfolio of science and technology innovation funds totalling RMB 30 billion and facilitate the application in Nansha of research outcomes from Hong Kong and Macao. Optimising support under the rule of law, it will upgrade the “One-Stop Service Window for International Talent” and create a high-quality place to live, work and visit.
At present, Nansha boasts a total talent pool of more than 400,000. The number of high-calibre international professionals has quadrupled over three years. Since the start of this year, over 28,000 college graduates have joined the region. On average, 104 young professionals have joined Nansha each day. “We sincerely welcome talented people from home and abroad to choose the Guangdong-Hong Kong-Macao Greater Bay Area, come to Guangzhou and pursue their dreams in Nansha.” Taking the promulgation of the Ordinance as a new starting point, Nansha extends a sincere invitation to talent worldwide.
