This year marks the 10th anniversary of Xi'an's membership in the United Cities and Local Governments (UCLG). Over the past decade, the city has made active efforts to increase its voice on international platforms. Especially after being selected as the city of co-presidency, Xi'an has significantly enhanced its presence and status in the world, raising its reputation.

According to Mayor Li Mingyuan, Xi'an will host the UCLG Asia-Pacific Executive Bureau Meeting this year and apply to host the 2024 annual meeting of the East Asia Local and Regional Government Congress to discuss urban development, introducing its governance philosophy, administrative measures and development outcomes to other cities and regions.

Exchange activities will also be held, including events to celebrate Xi'an's relations with sister cities and hold art shows with sister cities to promote the people-to-people and cultural exchanges with them. Cooperation with overseas historical cities and international friendship cities will be enhanced. Xi'an is to host dialogues with the Cultural Cities of East Asia, European Capitals of Culture and cultural cities of ASEAN countries and work to promote the documentary Chang'an Meets Roma.

Li also said Xi'an is set to expand its list of sister cities on the Silk Road from countries in Central, South and West Asia and cities along the route of China Railway Express Chang'an Freight Train that are complementary to the development of Xi'an with high potential of cooperation.

In addition, Xi'an has provided scholarships for over 6,000 international students since setting up the Belt and Road Scholarship in 2019. Now, the city is intensifying efforts to attract more excellent international students to study and exchange. Preparations are being accelerated for the launch of a program for training students from Central Asia in the coming three years.
