To achieve this goal, the "one network for all services" platform will be adopted to facilitate the delivery of enterprise services. Furthermore, the commitment system for the declaration of enterprise names will be enforced, and the business registration procedure will be streamlined within 3 hours.

The Base will also offer more convenience for the acquisition of business premises. It will consolidate and improve the effectiveness of reform, promote the "Internet + real estate registration" system for all types of business, and implement the "one network for all services" system for real estate registration, transaction and tax payment, so as to provide more friendly services for enterprises to settle down. In addition, the Base will comprehensively promote the new mode of "electronic licensing" for high-frequency business affairs in order to streamline processes and improve efficiency.

Creating a More Favorable Business Environment and Continuously Improving the Business Ecosystem

The Base will ensure that various preferential policies are readily accessible, and new policies that benefit enterprises and the public will be promptly shared via official channels. To better serve enterprises, a policy consultation and guidance window will be set up to address inquiries regarding preferential policies for enterprises and provide assistance with online declarations.

The Base will offer high-quality human resources for enterprises. It aims to standardize content and information regarding job seeking and recruitment in accordance with the law. It will provide enterprise-wide equalized recruitment services, targeted employment opportunities, and streamlined human resources and social security handling. Moreover, it plans to conduct at least 20 recruitment events throughout the year.

The Base will speed up the commercialization of scientific and technological innovation resources. It plans to leverage the leading role of the Qin Chuang Yuan platform to effectively accumulate resources and establish a framework that accelerates the commercialization of scientific and technological achievements.

The Base will create a more favorable government environment to enhance the handling efficiency of various businesses. The establishment of a "15-minute government service circle" within the park has been proven successful in providing more frequent and efficient government services. This initiative will further consolidate and reinforce these achievements.

Consolidating the Groundwork and Facilitating the Upgrading and Empowering of Key Areas

The Base will comprehensively strengthen the groundwork for establishing an enabling business environment. It will execute a growth plan for market entities, provide support for the development and expansion of private enterprises, enhance the gradient cultivation of market entities, intensify the cultivation of enterprises above five levels (industrial enterprises above designated size, wholesale, retail, accommodation and catering enterprises above quota, qualified construction enterprise, real estate development and management enterprises, and service enterprises above designated size), and facilitate the transformation from self-employment ventures to small and micro enterprises, promote the upgrading of small and micro enterprises to those with designated sizes, reconstruct joint-stock companies into quality enterprises, and transform quality enterprises into listed or quoted companies.
