Small Cut, Big Change: Zhongluotan's "100-1000-10000 Project" Creates a New Blueprint for Common Prosperity

On the third anniversary of Guangdong's "100 Counties, 1,000 Towns, 10,000 Villages High-Quality Development Project", Zhongluotan Town in Baiyun District, Guangzhou—the largest provincially designated central town in Guangzhou's suburbs (covering 230.47 square kilometers, with 37 administrative villages, 5 communities, and over 400,000 residents)—has achieved remarkable progress. Leveraging its advantages in location, industry, and ecology, the town has advanced common prosperity with the philosophy of "small entry points driving major transformation." Its initiatives in industrial innovation, livelihood improvement, and Party leadership have formed a replicable and scalable "Zhongluotan Experience."

Transforming Location Advantages into a Model for Urban-Rural Integration

Nestled between the Maofeng Mountain Range and bordered by the Liuxi River, Zhongluotan enjoys rich natural resources with 32,000 mu of farmland, 67,000 mu of forests, and 15 reservoirs. Convenient transport links—including Metro Line 14, intercity railways, and four expressways—connect the town to Baiyun International Airport, the Sino-Singapore Guangzhou Knowledge City, and downtown Guangzhou, all within a 30-minute drive.

Building on these strengths, Zhongluotan has actively connected with key areas: on one hand, it develops  airport-linked industries such as cold-chain logistics for biomedicine and high-end cosmetics, while undertaking technology projects from the Knowledge City; on the other, it taps into ecological resources to promote eco-tourism, developing the Maofeng Mountain forest wellness base and the Liuxi River leisure agriculture belt, allowing tourists to enjoy natural scenery while experiencing farming activities.

Industrial Innovation: Driving Growth with Specialty Agriculture and Modern Logistics

Targeting the challenge of unbalanced urban-rural development, Zhongluotan has used the "100-1000-10000 Project" as a breakthrough point. In ecological agriculture, the town cultivates green organic produce to supply high-quality ingredients.

The Longgang Wampee fruit is a signature product. With over 30 years of cultivation across 1,200 mu, it has received national green food certification and been listed among China's "Famous, Special, High-Quality, New

Agricultural Products". Its "Chicken Heart" variety is considered a premium local gift from Baiyun District.

To address agricultural logistics bottlenecks, Zhongluotan launched Phase I of the Rongtong Guangzhou (Jinpen) E-commerce Industrial Park cold chain project, covering more than 6,300 square meters. The facility offers pre-cooling, sorting, packaging, and storage services, significantly reducing product loss.

The town is also embracing e-commerce. Its chamber of commerce organized Guangdong-Xizang product exchange livestreaming activities, building a "1+3" matrix. In 2023, Zhongluotan's collective village-level income reached 727 million yuan, with all 37 villages earning over 1 million yuan each.

Improving Livelihoods: A Service Formula for 430,000 Residents

To benefit its 430,000 residents, Zhongluotan has built an inclusive healthcare network. Thirty-three village health stations provide "one-yuan medical consultations," serving about 61,999 visits annually—up 47.9% year on year—with a family doctor contract rate of over 90% among key groups.

In employment support, the town has pioneered a "doorstep employment" model by establishing a service station in Wulonggang Village and launching Guangzhou's first employment WeChat mini-program under a regional name. To meet the needs of the local beauty and healthcare industrial park, Zhongluotan rolled out a "Village-Enterprise-University Talent Program" and strengthened a university joint conference mechanism, which not only addresses on-campus issues but also deepens Party-building collaboration.

Party-Led Development: "A Hundred Enterprises Revitalize a Hundred Villages" Gathers Synergy

Party leadership remains the core driver of Zhongluotan's progress. Through the "A Hundred Enterprises Revitalize a Hundred Villages" initiative, 128 enterprises, 5 banks, and 9 universities have paired with 37 villages, creating 142 support partnerships. This has transformed rural development from dependency to self-sufficiency. 

Examples include the Sanyuanli Cooperative helping Longgang Village build a Party culture corridor and promoting Wampee sales. Companies such as China State Construction Engineering Corporation, Guangzhou Metro, and Guangzhou Pharmaceutical Group have jointly invested about 22 million yuan into model village construction and a Chinese herbal medicine planting base. Additionally, the Sanyuanli Cooperative spearheaded a 10-million-yuan renovation in Longgang Village, covering housing, arcades, and roads, while converting idle spaces into a "Minsheng Park" and refurbishing bare-wall houses—enhancing the village environment and winning resident support. 

Looking ahead, Zhongluotan will further consolidate and expand the outcomes of the "100-1000-10000 Project", optimize its cold chain logistics system, expand e-commerce coverage, build a county-level livestreaming base, and cultivate new business formats—enabling more farmers to share in the benefits of industrial development. Its practices provide valuable experience for urban-rural integration and common prosperity nationwide.
