2026 Beijing Chaoyang Business Environment and High-Quality Development Conference Kicks off

On March 3, the 2026 Beijing Chaoyang District Business Environment and High-Quality Development Conference was held.

At the conference, Chaoyang District unveiled its "Hundred Technology Parks" development initiative. According to the plan, Chaoyang District will establish a comprehensive, robust, and ecologically sound matrix of around 100 technology parks by 2030. The district will collaborate with universities, research institutions, central state-owned enterprises, and leading enterprises to build an integrated innovation ecosystem encompassing industrial chains, capital chains, talent chains, and service chains, thereby continuously enhancing the regional concentration of science and technology innovation resources. The "Hundred Technology Parks" initiative outlines actions focusing on seven areas: innovation origination, track-driven development, entity empowerment, industry capacity building, operational efficiency enhancement, spatial support, and policy integration.

The Beijing Chaoyang Institute of Industrial Technology Transfer and Beijing Chaoyang Development Co., Ltd. were officially inaugurated at the conference. As Beijing's first district-level platform for scientific and technological achievement transformation, the Beijing Chaoyang Institute of Industrial Technology Transfer focuses on key industrial sectors in Chaoyang District, accelerating the transformation, implementation, and sustainable development of high-quality scientific and technological achievements within the district. Beijing Chaoyang Development Co., Ltd. will coordinate the regional industrial service system and international resource linkage system, continuously enhancing the district's industrial development capabilities, openness, and the internationalization of its business environment.

At the conference, Chaoyang District also released the 16 Measures to Support the International Development of Enterprises in Chaoyang District, which cover five major dimensions including service optimization, professional empowerment, factor safeguarding, risk prevention and control, and policy support, to establish a comprehensive, refined, and full-chain support system for enterprises expanding overseas. Additionally, Chaoyang District has established a special fund for overseas expansion. Enterprises operating compliantly within the district and meeting certain foreign investment thresholds may receive up to 1 million yuan in financial support. Overseas-expanding enterprises are encouraged to repatriate legally earned overseas profits for reinvestment in Chaoyang, with incentives of up to 3 million yuan. Furthermore, enterprises pursuing internationalization may obtain "Overseas Service Vouchers" covering 10 percent of actual contract payments for professional service purchases.
