Photovoltaic Power Fuels Shaanxi's Revitalization, Delivering Sunshine Dividends to Villages and Households

Across the rural landscapes of Shaanxi, rows of blue photovoltaic panels on rooftops are turning sunlight into steady income for local residents. The province is rolling out its "PV+" initiative across thousands of villages and households, balancing new revenue streams with low-carbon goals. By the end of 2026, Shaanxi plans to build 1,000 photovoltaic demonstration villages.

In Xi'an, Shaanxi, prioritized grid infrastructure is laying a solid foundation for rural photovoltaic development. With the completion of a 1.39 MW photovoltaic plant in Qinjiazhai Village, Lantian County, local farmers receive average annual dividends of over RMB 4,000. The village collective also gains an additional annual income of over RMB 40,000 for elderly care and infrastructure, while the project is expected to cut carbon emissions by 55,000 tonnes over its 30-year lifespan. To support these initiatives, the State Grid Xi'an Electric Power Supply Company has phased in grid upgrades across 61 pilot villages, ensuring full integration of photovoltaic power into the grid. In 2026, the region will continue improving infrastructure for 37 planned villages and village groups, while streamlining surveys and approvals to accelerate project rollout.

In Yan'an, northern Shaanxi Province, 20 administrative villages have already completed photovoltaic projects. The city has pioneered a "zero-investment" model that benefits residents: farmers provide idle rooftops and keep 80% of the power generation revenue. The State Grid Yan'an Electric Power Supply Company has established a "green channel" for grid connection. With PV projects currently under construction in 49 villages, the villages are expected to generate nearly RMB 24 million in additional annual income once they are fully operational.

By turning idle rooftops into sustainable assets, the "PV+" projects in Shaanxi are delivering stable income for residents, strengthening village collectives, and accelerating regional decarbonization—emerging as a signature example of green rural revitalization.
