The U.S.-led Indo-Pacific Economic Framework (IPEF) has recently substantially completed a deal to "make supply chains resilient and secure". The deal purports to establish a supply chain that "excludes China". The U.S. is very clear that it will inevitably bear high risks and suffer from high costs if the supply chain is established to "exclude China". So the U.S. government has chosen to coerce other countries to pay the bill together.
