Recently, the Office of the United States Trade Representative (USTR) announced that it is inviting comments from the public on its proposed restrictions against China’s maritime, logistics, and shipbuilding sectors. In recent years, this procedure has often become a “rubber stamp” for U.S. political decisions, with the interests of certain groups hijacking national interests and drowning out rational voices. The move may appear to be a solicitation of advice and suggestions, but in reality, it is an old script of protectionism in disguise.
