On May 22, State Grid Shanghai Municipal Electric Power Company held a promotional event titled "Contractual Power Supply Without Worries, Service Empowerment Without Limits"—Shanghai's Service Measures for Optimizing the Electricity Business Environment. The company released "FREE8.0" (Free, Rapid, Convenient, Excellent), marking a new milestone in building a world-class electricity business environment and supporting Shanghai's high-quality development.

Recently, the National Development and Reform Commission published the China Business Environment Report (2025), in which State Grid Shanghai Power's "Land Acquisition and Station Construction" service model was selected as the only national power service case, highlighting Shanghai's continuous improvements in electricity accessibility and supply reliability. Building on this, State Grid Shanghai Power Company has further intensified reforms and innovation by rolling out "Five New Commitments" and "Five Service Packages," totaling 24 service initiatives.
The "Five New Commitments" focus on "Convenience Commitment" for handling procedures, "Timeline Commitment" for electricity connection needs, "Hassle-Free Commitment" for the connection process, "Reliability Commitment" for power quality, and "Ultra-Fast Commitment" for service responsiveness. It also introduces 15 specific measures across dimensions such as time, cost, and convenience to ensure comprehensive and thoughtful service delivery.
The "Five Service Packages" include a "Proactive Service Package" for preliminary preparations, a "Butler Proxy Package" for process handling, a "Customized Convenience Package" for daily electricity use, an "Immediate Response Package" for photovoltaic grid integration, and a "Green Low-Carbon Package" for energy efficiency management. Nine measures are adopted to safeguard customers' full lifecycle power service needs.

Notably, State Grid Shanghai Power Company has pioneered the "Five Service Packages" as a proactive service model. It has established a dedicated new quality productivity service task force and formed a 50-member expert team composed of power specialists, adopting a "One-Core, One-Policy, One-Team" approach to provide tailored "one-on-one" energy stewardship for integrated circuit enterprises.
