Improve the level of opening-up Shenyang is building itself into the hub city in Northeast Asia

To build the hub city in Northeast Asia for the Belt and Road Initiative--this is how Jiang Youwei, mayor of Shenyang City, presented the future for opening-up when he was giving the government work report at the second session of the 16th National People’s Congress of Shenyang City on January 8th.

In 2019, Shenyang will combine the strategies of “introducing” and “going out”, improve the level of opening-up and accelerate the process of building itself into a  new pilot area for promoting opening-up and cooperation. Specific measures are presented in the following.

In the perspective of implementing the Belt and Road Initiative all together, Shenyang will take an active part in building Liaoning Belt and Road Comprehensive Pilot Site and the Demonstration Area for Promoting Economic and Trade Cooperation between CEEC and China(16+1), preparing the 5th LLM of China-CEEC, organizing the Sino-Russian Advanced Technologies Industrial Exhibition, promoting cooperation in projects like the Sino-Russian Economic and Trade Logistics Oriental Express, and building itself into the hub city in Northeast Asia for the Belt and Road Initiative.

In the perspective of constructing and operating industrial parks, Shenyang will strictly manage the opening of the comprehensive bonded zone named Taoxian Park, promote coordination and cooperation, enhance the development of service industries covering cross-border ecommerce and maintenance   remanufacturing, make full use of foreign investment and try its best to increase the total import and export value.

In the perspective of promoting foreign trade, Shenyang will establish state-owned trade companies, vigorously enter key markets of Europe, Japan, South Korea, and Southeast Asia, and expand the exports of superior products like mechanical and electrical products, advanced technology products and produce.
