Liaoning will Improve the Level of Opening-Up and Create a New Hub for Opening-Up and Cooperation

On January 16th, Shenyang witnessed the start of the second session of the 13th Liaoning National People’s Congress. The provincial governor of Liaoning Tang Yijun reported his work to the congress on behalf of Liaoning People’s Government. He said that Liaoning will improve the level of opening-up and create a new hub for opening-up and cooperation in 2019.

Liaoning will take an active part in the implementation of the Belt and Road Initiative. The province will successfully hold the 2019 Working Group Meeting of China-CEEC Federation of Local Governors. It will deepen economic and trade cooperation among China, Japan, South Korea and Russia and play an important role in building the Northeast Asian Economic Cooperation Circle. It will adopt its own FTA pilot area as a fine example and promote institutional innovation in order to benefit more participators.

To ensure the steady growth of foreign trade, Liaoning will implement the policies that have been introduced already, open up a batch of regional key markets, promote the diversification of the export market and improve the level of foreign trade. Moreover, it will establish the group of foreign trade enterprises and continue the construction of cross-border ecommerce comprehensive testing areas in Shenyang City and Dalian City.

Liaoning will vigorously enhance cross-region cooperation, and will, by coordinating with the development strategies of Beijing-Tianjin-Hebei Area, the Yangtze River Economic Belt and Guangdong-Hongkong-Macao Greater Bay Area, promote the transfer of high-end industries, enhance the influence of innovation and deepen cooperation in key areas.
